A static QR code stores information embedded in it by the creator and once made, cannot be edited. It may contain content like contact information, a URL, a WiFi password, or other data. 

Using a static vs. dynamic QR code is limiting because dynamic QR codes can be edited so they’re better to use in terms of improving marketing campaigns and error correction.

With either type of QR code,  if you want to see a website, you need an internet connection. You would have to click on either the full weblink or shortened URL to get to the website when your phone is connected.
